In addition to the day-to-day management, PARCA is governed by an advisory board that come from the industry as well as the providers. Our board consists of professionals who are either PACS administrators and/or managers or involved with PACS administration as trainers and educators. These officers define the examination and certification requirements and oversee the certification process. In addition, we use PARCA consultants who are professionals that are engaged for a specific time period, for special projects, or are people that cannot be part our advisory board because of potential conflict of interest, but still are significant contributors to the PARCA organization.

Suzanne Hunter
Suzanne brings to PARCA her strong administrative skills and extensive project management experience. She worked for over 10 years in the travel industry writing technical documentation and testing scripts as well as leading implentation projects. More recently she was the Executive Administrator for a national mortgage company supporting senior management.

Kevin Baker, RT (R) ARRT, MRT, MSCS
Kevin Baker is a Radiologic Technologist, has an IT background and is a PACS system administrator for a major hospital chain in the Dallas area. He has broad experience supporting RIS, PACS, Speech Recognition and CardioPACS systems from several vendors. He has implemented PACS, RIS, and voice systems from the ground up during his career. His clinical background; ranges from starting as a Radiological Technologist, to an MRI Technologist, thru Associate Director, and will therefore brings to PARCA his strong clinical experience as well as IS integration and PACS implementation skills.

John A. Carrino, M.D., M.P.H.
John is Assistant Professor of Radiology at the Harvard Medical School, Clinical Director of the Magnetic Resonance Therapy Program and Co-Director of the Spine Intervention Service at the Brigham and Women's Hospital. John has been involved with PACS as a user for many years reading images from softcopy. He has participated in the DICOM standardization effort as a representative from the ACR. He has published extensively and spoken at many conference on the subject of PACS. John brings to PARCA his clinical PACS experience, and user perspective to the training needs of healthcare professionals.

Keith Eklund, BS
Keith is the PACS Administrator at North Memorial Health Care in Robbinsdale, MN. He has been an instrumental part of the development and deployment of the EMR/RIS package, as well as customizing HL7 and PACS integration solutions for NMHC. He has over 10 years of Healthcare IT and Applications support experience in large multi-hospital environments with multiple PACS & RIS vendors. His degree in Business Economics, as well as his seasoned PACS and IT experience bring additional depth to PARCA.

Oliver Esch, MD
Oliver is an Adj. Assoc. Professor at the School of Health Information Sciences, University of Texas Health Sciences Center Houston, and in Public Health at UT Medical Branch Galveston, where as Director of PACS and Computer Operations until 1999 he successfully helped implementing/ integrating HIS/RIS, PACS, and speech recognition for Radiology reporting in a team approach. Oliver currently serves as Chief Medical Officer and Managing Partner of Genefobank Technologies International in Houston, TX, where at the national and international level he works with interdisciplinary expert teams in the areas of health information technology and environmental health with focus on biotechnology, technology transfer, and related risk assessment and management strategies. Oliver brings to PARCA a unique combination of clinical background, technical savvy and a critical link with the academic community.

Don Jollota, RN
Don is the Director of Information Systems (East Region) at Baylor Health Care System in Dallas, Texas. He has worked in a variety of clinical settings and in healthcare information systems including system selection, implementation, management, and consulting, in the medical imaging industry, and as PACS administrator he has implemented and managed large scale PACS and CR systems across multiple hospitals. Don has attended several vendor based courses as well as those offered by specialized third party training companies on the subject of PACS. With his clinical background, industry experience, and as an end-user and having implemented and supported a large scale PACS system, he will be able to contribute to PARCA his first-hand experience and knowledge on this subject matter.

Herman Oosterwijk, MS, MBA
Herman has close to 20 years experience in the PACS field both working for vendors (Philips, AT&T and Kodak) and as a consultant/trainer being the principal for the OTech, Inc. Health Care Technology Consulting firm. He has published extensively in many publications, wrote the most popular textbooks on PACS and DICOM, and speaks at many conferences around the world on the subject of PACS. He actively participates in both the DICOM and HL7 standardization effort and is part of the adjunct faculty at the University of North Texas. Herman brings to PARCA his knowledge on the PACS subject matter, specializing in the connectivity aspects, in addition to his experience teaching on the subject both academically as commercially.

Edward M. Smith, ScD, FACNP
Edward is Professor at the Department of Imaging Sciences of the University of Rochester Medical Center. Ed has been involved with PACS for many years both from a user and consultant perspective. He has published and taught extensively about this subject. Ed is also the program and course director of the many PACS meetings held every year in San Antonio. Because of his broad experience and involvement with the PACS field, Ed is an excellent contributor to PARCA.

Mike Henderson
Mike has a BS in Mathematics and more than 20 years' experience in the financial, healthcare, and educational areas of the IT industry. He is the author of "HL7 Messaging", available through OTech, and is a frequent speaker and tutorial instructor at healthcare IT industry conferences. His company, Eastern Informatics, provides global consulting and training on messaging standards and integration project management. Mike has developed clinical and interface solutions for Antrim Corporation, Kaiser Permanente, and the U.S. Department of Veterans Affairs. In cooperation with international entities including the Canadian Health Infoway and the Australian Collaborative Centre for e-Health, he has worked to promote the conformance efforts of the major healthcare IT standards developing organizations. He is a past co-chair of the Control/Query Technical Committee of Health Level Seven, and currently co-chairs the IT Infrastructure Technical Committee of the Integrating the Healthcare Enterprise (IHE) Initiative. Mike brings to PARCA a wealth of knowledge and teaching experience regarding integration and connectivity.
